2025 Haircare Tariffs: What Salon Owners Need to Know

Introduction

On April 2, 2025, President Donald Trump announced sweeping tariffs that could dramatically increase the cost of professional haircare brands imported from Europe, Japan, and beyond. Salon owners may soon see rising prices on shampoos, treatments, and retail products they rely on every day.

Understanding the Tariffs

  • Baseline Tariff: A universal 10% tariff applies to all imported goods entering the U.S., effective immediately.

  • Reciprocal Tariffs: Higher tariffs are imposed on imports from countries with significant trade imbalances or perceived unfair practices. For instance:
    • China: 34% (in addition to existing levies)
    • India: 27%
    • Japan: 24%
    • European Union (including France, Italy, Germany): 20%
    • Israel: 17%
    • Australia: 10%

Additionally, the administration has ended the "de minimis" rule, which previously allowed imports valued under $800 to enter the U.S. duty-free.

Salon Brands by Country and Tariff Rate

Here's how some of the top salon haircare brands line up under the new tariffs:

How Tariffs Will Impact Salon Haircare

The beauty and salon industry relies heavily on imported products, making it particularly vulnerable to these new tariffs. Key areas of concern include:

1. Hair Care Products

Many salon-grade shampoos, conditioners, and styling products are either manufactured overseas or rely on imported ingredients and packaging. With a 10–34% price hike depending on the country of origin, salon owners may see costs increase across their backbar and retail shelves.

2. Professional Color Lines

Some of the most trusted color systems are manufactured in Italy, Germany, and France — countries now facing a 20% tariff. Distributors are preparing to raise prices, which could lead stylists to reassess their go-to lines or pass the increase onto clients. Either way, the color bowl just got more complicated.

3. Hair Extensions and Human Hair Imports

Real human hair, which come exclusively from abroad, already comes at a premium. Large exporters like China and India will face new tariffs of 27-34% layered on top of existing costs. Salons that specialize in extensions may have to raise service prices or consider lower-quality alternatives.

4. Styling Tools and High-End Equipment

Blow dryers, diffusers, curling irons, and Japanese shears are likely to rise in price. Salon chairs and wash stations, often imported from Europe or Asia, are also becoming more expensive. New salon build-outs may face delays or inflated budgets as a result.

5. Packaging and Components — The Hidden Cost Increase

Even when a product is formulated in the U.S., its packaging might not be. Think: plastic pumps, glass dropper bottles, metal caps, printed labels. These small components are often sourced from Asia — and with tariffs now stacking on top of post-pandemic inflation, indie brands and salon private labels may be forced to either raise prices or repackage entirely.

6. Everyday Essentials Now Carry Premium Price Tags

Foils, gloves, bowls, towels — none of it feels luxurious, but all of it is imported. For high-volume salons, even a 10% hike in disposables can erode margins fast.

Strategies Salon Owners Can Use to Outsmart the Tariffs

Rather than simply absorbing rising costs, forward-thinking salon owners can use this moment to refine, reinvent, and even reposition. Here’s how to turn policy pressure into strategic opportunity:

1. Switch to Local-First Product Lines

Instead of hunting for cheaper international alternatives, consider aligning with brands that formulate and manufacture domestically. U.S.-based brands are not just tariff-insulated; they often provide faster replenishment cycles, fresher product, and more transparency. Ask your distributors which of their lines are made in the U.S. and audit your shelves for high-impact swaps.

2. Curate a “Tariff-Resistant” Retail Edit

Use this as a moment to reframe your retail shelf as a curated experience. Feature a “Made Close to Home” or “Supply Chain Safe” product spotlight. Customers increasingly care about ethical sourcing and local production—this is both a retail and storytelling opportunity. Bonus: local brands often allow for closer collaboration, co-branded promotions, and educational support.

3. Cooperative Buying with Neighboring Salons

Create or join a hyperlocal salon alliance to buy in bulk as a group. Many distributors offer better rates at volume, and now’s the time to leverage collective buying power. Pool orders for color, gloves, foils, or even towel service to lock in better pricing and reduce per-unit costs.

4. Use This as a Loyalty Moment

Instead of quietly raising prices, invite clients into the conversation.  Evaluate the need to modify service prices to reflect increased operational costs, ensuring transparency with clients about the reasons for any price adjustments. Transparency builds trust, especially in a cost-conscious climate.

5. Pre-Pay to Lock In Pricing (If Cash Flow Allows)

If you have visibility into your next 3–6 months of product needs and a healthy cash buffer, ask suppliers if they’ll honor current pricing for advance payment or larger upfront orders. Some brands—especially indie or direct ones—may be flexible and grateful for the forecastable cash flow.
